This week’s question revolves around satellite safety. Last week, a U.S. Iridium satellite collided with a Russian military satellite over Siberia, scattering hundreds of pieces of debris into space. So far, the debris poses no immediate threat to other orbiting satellites. However, industry observers believe the risk of future collisions – and resultant possible geopolitical conflict - will increase and thus are calling for nations to band together to develop more detailed protocol regarding satellite movements, instead of relying on the current hodgepodge of satellite data from various authorities. What do you think? Should international regulations be developed to track and control satellite movements over Earth? Yes or no?

Track, yes. Control, no.
Having a common database of satellite orbits, without identifying which satellites are government versus commercial, is critical to being able to safely and effectively orbit new and replacement satellites for both commercial and military/security purposes. The catch, of course, is that if everyone knows where every satellite is, and can deduce which ones they think are threats, it’s that much easier to go smash one.
However, minimizing the chances of a random collision as occurred recently will control the costs (including insurance on commerical satellites) and allow better utilization of space in the long run.
The other issue that needs to be addressed is how to build in effective and safe de-orbit capability into most satellites so when they’re “used up” or due to be replaced by a newer system, they still have the capability of firing some sort of retro-rocket to deorbit in a controlled fashion and splash any debris in a (relatively) safe area of the ocean.

Regulation of space should aim to reduce the build up of space junk. China’s mission to shoot down one of their own satellites produced a lot of junk. The Russian satellite that collided the Iridium satellite is another example of space junk since it was not functional. Now that many countries are launching space missions the number of booster rockets orbiting in low earth orbits will increase rapidly. If missions can be combined or space craft can be made reusable or at least deorbited it would help the situation greatly.

Space junk presents a potential hazard not only to other satellites, but also spaceracft and possibly people and property below. I’m not sure we need to know what each item in space is, but we should know WHERE it is and some effort should be made to remove inoperative or unused large debri. There’s a cost to that, but make the people who want to use outer space foot the bill. We’ve already made a dumping ground down here at ground level. Lets try not to make outer space a dumping ground too!

Despite how some like the idea of deregulation in the US, this might be one area that, like the banking industry, where regulation is not only beneficial but perhaps necessary. The problem is what do you do if a nation puts a satellite where it doesn’t belong for some private reason? Do you fine them? What happens if that county holds a majority of your debt? Another problem is who becomes responsible when a satellite accidently goes out of control? Will Lloyds of London be working with the satellite regulatory agency? Of coarse, all this space junk could be just what is needed to reflect solar energy and could result in global cooling… oh yeah, we are already cooler than 1998. Maybe we should also regulate the amount of space junk as a means of staying off global warming.

I say yes, but I see the problem similar to regulating the open seas to prevent collision of ships and submarines. A very loose set of regulations defines international seas and territorial boundaries and these are regularly in dispute. It is impossible to “regulate” or “control” who puts satellites into orbit and how those peices of hardware are handled and euthanized, just as it is impossible to regulate who launches ships into the oceans. It falls to each country to be responsible for their own actions … and we all know how well that works!
The reality is that we (this planet) will probably make just as big a mess in outer space as we have on the ocean floors because of, quite simply, human greed. It is in our nature. Be honest … why do most of us go to work everyday? Is it for the “betterment of man” or are we earning money, status, and power to provide for ourselves and our families, improve our current life style, retire in a more comfortable fashion, satisfy that personal inner drive to succeed??? I’m just as guilty as every other man, woman, and child. How do we change the basic nature of a domesticated animal whos rules of domestication are self serving??? I don’t know.

How would regulations be enforced? Would participating countries have the authority to remove the offending satellite? What entity would be created to “track and control”? (Where is Ernst Stavro Blofeld when we need him?)

Tracking and controling space craft in this context is similar to the Air Traffic Control function practiced by various government agencies around the world. The principal activities are to maintain traffic separation and enforce safety rules and customs. We have that function in place now with international allocation of parking spots for satellites in synchronous orbit. Altitudes above 60,000 feet out to but not including synchronous orbit are uncontrolled. With the advent of space tourism the situation will steadily become even worse. An accessable data base to determine where everything is located will be needed so that agencies and individuals can safely navigate near earth space travel.

The issue is not with active military satellites; they could not be regulated. The issue is with commercial and decommissioned hardware; these need to be accurately tracked in a common database. If a non-regulated military satellite causes damage to a tracked one, that is clearly the fault of the controlling country and appropriate compensation and clean-up is required. I’m not sure the UN would need to be involved; anyone with hardware in orbit should be interested in protecting their investment or limiting their liability!

This is not a new issue but one that has come to the forefront because of recent events.
NORAD (North American Aerospace Defense Command) has been actively tracking and maintains a database of all space objects larger than about 1cm in size. They do issue warnings as well. For example :

There have been many papers published addressing the issue of space debris and probability of collisions. One such paper addressing this issue can be found here:

However, the question of what to do with spacecraft that fail for whatever reason, launch vehicle remnants or those that are decommissioned when they reach end of useful mission life remains and is unlikely to be resolved satisfactorily for a long time.
There are already international regulations in place to coordinate the launch and placement of orbiting spacecraft. For geostationary satellites, there is a practice of ensuring the satellite is de-orbited to an altitude roughly 300 km higher once they reach the remaining fuel threshold required to successfully perform the de-orbit. Another critierion is when they are down to their last available active unit for successfully receiving commands to perform the de-orbit.

There is a limit to how much junk we can put in space and track. We need an agreement by everyone putting up satellites to save enough fuel to burn them up in the atmosphere at the end of their useful life. In the meantime we need one unified tracking database for everything up there.

The action taken to local and national disasters is awesome but it’s a damn shame that so many citizens take advantage of the sad situations.
I mean everytime there is an earthquake, a flood, an oil spill - there’s always a group of heartless people who rip off tax payers.
This is in response to reading that 4 of Oprah Winfreys “angels” got busted ripping off the system. Shame on them!
